The General Services Administration (GSA) is establishing a short‑selection qualification list for architect‑engineer (A/E) firms to provide design, engineering, and construction‑support services on federal building repair, alteration, and modernization projects across the continental United States (CONUS) and outside (OCONUS). Firms submit a 30‑page PDF package (cover letter, SAM registration, SF‑330, licensing list, and project examples) to demonstrate capabilities in core project life‑cycle services, specialized MEP and structural work, historic preservation, BIM, and quality control. The list will be used for individual task orders valued under the simplified acquisition threshold (currently $350 k) with design fees capped at 6 % of the estimated cost of construction at award (ECCA), which may range from $50 k to $3.96 M. The process is limited to prime firms (no consultants) and is set‑aside for small businesses unless a waiver is obtained. A Q&A outreach meeting is offered on Oct 16 (PDT) and Oct 22 (EDT).
• Eligibility: Small‑business A/E firms with NAICS 541310 (Architectural Services) and/or 541330 (Engineering Services); must be licensed in the states/territories where they operate by 1 Nov 2026.
• Submission: Single PDF ≤30 MB, ≤30 pages, uploaded via GSA A/E Short Selection Submission Form.
• Evaluation criteria: Relevant project experience (3‑5 comparable projects), team capacity/management, key personnel qualifications, past performance (CPARS optional).
• Scope of work: Feasibility, planning, condition surveys, design development, construction documents, MEP design, structural/ façade work, historic preservation, BIM, quality control, commissioning, and post‑construction services.
