Certified Addiction Registered Nurse (CARN) Certification Training Program

The State of Delaware DHSS Division of Substance Abuse and Mental Health seeks a qualified vendor to design, develop, and deliver an evidence‑based Certified Addiction Registered Nurse (CARN) certification training program for Delaware‑licensed RNs and APNs. The contractor will provide eight in‑person cohorts per year across New Castle, Kent, and Sussex counties, develop curriculum aligned with ANCB exam content, supply all training materials, conduct assessments, and submit detailed monthly and quarterly reports. The contract is for one year with a maximum budget of $85,000 and optional extensions up to five years total. • Design and deliver 8 cohorts (up to 30 participants each) of 12‑hour CARN training plus optional 8‑hour CARN‑AP add‑on. • Provide curriculum, pre/post assessments, mock exams, study resources, and coaching support. • Secure venue space for six cohorts (state provides two rooms), manage logistics, and report monthly usage and quarterly diversity‑supplier data. • Must employ qualified APRN instructors with CARN‑AP certification and at least 5 years relevant experience.
