The Department of Veterans Affairs is seeking a qualified contractor to renovate four VA Transitional Residence properties in the Hampton‑Norfolk area. The work includes full interior demolition, hazardous‑material (asbestos and lead‑based paint) abatement, structural repairs, new roofing, siding, exterior stairs, MEP upgrades, fire‑protection replacement, interior finishes, and site‑work such as grading, erosion control, and landscaping. The contract is set‑aside 100 % for Service‑Disabled Veteran‑Owned Small Businesses and will be awarded on a Lowest‑Priced Technically Acceptable (LPTA) basis.
• Demolition, asbestos/lead‑paint removal, and clean‑room setup for hazardous‑material work.
• Structural concrete, masonry, and metal‑stair fabrication; new roof, siding, and exterior envelope.
• Complete mechanical, electrical, plumbing, and fire‑suppression system upgrades; interior finishes, ADA/ABA compliance, and historic‑preservation detailing.
• Required on‑site safety and quality staff, weekly photo documentation, cost‑loaded schedule, and compliance with VA, OSHA, and Buy‑American requirements.
