Description

Snohomish County seeks proposals to appoint at least two part‑time Hearing Examiners (Pro Tem) who will preside over land‑use, code‑enforcement, animal‑control, and other county proceedings when the incumbent examiner is unavailable or has a conflict of interest. The selected examiners will operate under the county’s code and must be able to render impartial decisions on a variety of administrative matters. This is a professional‑service contract aimed at augmenting the county’s adjudicative capacity. • Scope: Provide hearing examiner services (legal/administrative adjudication) on an as‑needed basis. • Quantity: Minimum two qualified examiners to serve on a pro‑tem basis. • Requirements: Ability to hear and decide on land‑use, code‑enforcement, animal‑control, and related appeals; familiarity with Snohomish County Code; no conflict of interest with incumbent staff. • Delivery: Services rendered when incumbent examiner is unavailable; schedule to be coordinated with county officials. • Evaluation: Proposals evaluated on qualifications, experience, and ability to meet the county’s adjudicative needs.

Budget estimate

$30,000 – $80,000

No budget is disclosed. Based on typical rates for qualified hearing examiners ($80‑$120 per hour) and an assumed workload of 5‑10 hours per week for each of the two examiners over a six‑month period, the contract value likely falls between roughly $30,000 and $80,000. Factors influencing the range include the actual number of hearings, hours required, and any travel or administrative expenses.
