The Bureau of Reclamation is seeking a qualified contractor to retrofit and upgrade the excitation control systems at the Yellowtail (YT) and Canyon Ferry (CF) hydro‑electric powerplants in Montana. The work includes removal of existing ECS‑2100 and PanelMate 1585T voltage regulators, installation of new DECS‑2100 regulators with control boards and HMIs, provision of all required hardware, software, configuration files, testing, commissioning, and training for plant personnel. Optional bridge control modules (BCM‑2) may be added if funds allow. The contractor must supply engineering drawings, as‑built documentation, and on‑site technical support throughout installation and start‑up.
• Upgrade 7 generating units (3 at Canyon Ferry, 4 at Yellowtail) to DECS‑2100 regulators
• Supply, deliver, and install retrofit kits, control boards, HMIs, wiring, and optional BCM‑2 modules
• Provide system configuration files, software, testing, commissioning, and training (minimum 8 personnel per site)
• Perform detailed engineering documentation (drawings, wiring lists, interface designs) in AutoCAD format
• Comply with site security, safety plans, special work permits, and all federal, state, and local regulations
• Schedule work around planned unit outages; anticipated duration ≈ 4 months with staggered weekly installations.
