RFP for Municipal Advisory Services

The purpose of this Request for Proposals (RFP) is for Washington County to secure services with a qualified Municipal Advisory firm to provide financial planning, capital financing, debt management, and compliance oversight. The County is seeking a five-year contract. The successful Contractor will have the ability to perform all the functions below, including assisting in determining the best type of financing for the County, estimating funding needs and project debt service schedules, supporting all aspects of debt issuance, and overseeing ongoing post-issuance compliance. • Assist in determining the best type of financing for the County • Estimate funding needs and project debt service schedules • Support all aspects of debt issuance • Oversee ongoing post-issuance compliance • Provide financial planning, capital financing, debt management, and compliance oversight • Register with the Securities and Exchange Commission (SEC) and Municipal Securities Rulemaking Board (MSRB) • Meet professional and testing standards • Not engage in activities on behalf of the County that produce a direct or indirect financial gain for the MA, other than the agreed-upon compensation, without the County’s informed consent.
