RFP 2025 - WHITE FLAG SHELTER RE-POST

Cumberland County is seeking proposals for providers to partner with the County to provide vital White Flag shelters based on criteria for need. The shelters should meet minimum safety, occupancy, and accessibility standards and provide basic needs such as food, showers, cots, linens, and bathrooms. The contract is expected to be for a period of approximately 4 months (December to March) and the County anticipates no more than 50 White Flag days per year. Key requirements for the proposal include: • Organizational name and brief background summary of mission and scope of services • Primary contact information • Number and location of designated White Flag beds available • Identified physical facility that meets minimum safety, occupancy, and accessibility standards for shelter operations • Population eligible for shelter • Commitment to service delivery and providing data for the Homeless Management Information System (HMIS) system • Ability to provide for basic needs and demonstrate capacity through staffing ratios • Proof of Insurance and compliance with all local fire, safety, and occupancy codes • Total White Flag budget clearly showing per person per night rate with the maximum beds available
