Request for Proposals - Animal Services Operational Assessment

The City of Salina is seeking a qualified consultant to conduct a comprehensive operational assessment of its municipal animal shelter. The assessment must evaluate the physical facility, day‑to‑day operations, animal care protocols, community outreach, volunteer program, financial management, data systems, leadership structure, and veterinary services, and then deliver a detailed report with prioritized, cost‑estimated recommendations and a presentation to city leadership. The work is time‑boxed to roughly six weeks, with a draft report due May 18 and a final report due June 1, 2026. • Review and benchmark shelter layout, sanitation, ADA compliance, and capital‑improvement needs. • Analyze intake, adoption, euthanasia, and wildlife release trends, and recommend operational efficiencies and humane‑care improvements. • Assess finance, budgeting, fee structures, grant opportunities, and provide cost‑saving strategies. • Evaluate data‑management tools, KPI reporting, volunteer recruitment/retention, and staff/leadership effectiveness. • Produce an executive summary, prioritized implementation timeline, cost estimates for each recommendation, and present findings to city officials.
