Licensee Assistance Program (LAP)

The State of Nebraska’s Department of Health and Human Services is seeking a qualified vendor to operate a four‑year Licensee Assistance Program (LAP) that provides substance‑use assessment, referral, monitoring, and education services to health‑professional licensees, certificate holders, and registrants. The contractor must staff licensed clinicians, maintain a toll‑free call center, operate a public‑facing website, and deliver a schedule of educational sessions while meeting stringent reporting and compliance requirements. • Conduct free in‑person or tele‑health substance‑use assessments and issue reports within 10 business days. • Provide rapid referral (≤ 2 business days) to at least three treatment providers, arrange temporary counseling, and manage after‑care plans with periodic check‑ins. • Deliver 20 educational sessions per year for the first two contract years, then 12 sessions per year for years three and four, plus monthly written educational materials and an ongoing curriculum. • Maintain records for seven years, submit quarterly and annual performance reports, and comply with HIPAA, civil‑rights, EEO, and state procurement regulations.
