Description
The State of Vermont’s Department of Libraries is seeking a vendor to deliver a statewide, cloud‑based eBook and eAudiobook lending platform that integrates with state‑wide authentication systems, provides robust analytics, and offers comprehensive training and support to all public libraries. The contract will run for an initial two‑year term with options to extend up to five years total. Vendors must submit a detailed technical proposal, pricing schedule, and all required compliance forms by the August 3 deadline.
• Provide a platform that supports patron login via library cards, myVermont (Okta), and state employee login (Microsoft Entra).
• Deliver full lifecycle features: checkout, renew, offline download, reading/listening interfaces, hold management, reporting dashboards, and mobile apps for Android and iOS.
• Ensure 24/7 technical availability, ≥99 % uptime, disaster‑recovery hosting, NIST 800‑171 security compliance, and privacy adherence to Vermont statutes.
• Supply training materials, marketing assets, and ongoing support for library staff and the Department of Libraries.
