Description:
The Judicial Council of California is establishing up to ten “Master Agreements” per geographic region (Northern, Bay, Central, Southern) to provide on‑demand IT consulting and managed‑services staff to its 58 Superior Courts, appellate courts, the Supreme Court and other Judicial Branch Entities. Vendors will submit hourly rates for more than 70 distinct IT‑consultant classifications (senior ≥ 10 yr experience and less‑senior 3‑10 yr) and, if awarded, will receive work‑order requests (WORFs) from the courts on a “as‑needed” basis. The contracts run a three‑year base term (July 1 2026 – June 30 2029) with up to three one‑year CPI‑linked options. No guaranteed volume is provided; pricing is a hard ceiling per classification/region, and overtime, travel and premium rates are generally not reimbursed unless pre‑approved. • Scope covers a broad portfolio: agile coaching, application development, data engineering, cloud architecture, security, project management, UX/design, network and systems administration, and specialty court systems. • Vendors must meet extensive certifications, insurance, background‑check, and California business‑registration requirements; subcontractors are allowed but the prime remains fully liable. • Evaluation is 100‑point weighted: 50 % cost (hourly rates) and 50 % technical (methodology, placement history, key staff, acceptance of terms, firm viability). • Key deadlines: Questions due Feb 3 2026, proposal due Feb 24 2026, public cost opening Apr 14 2026, award intent approx.
