Resource Augmentation RFP

The State of Wyoming’s Department of Enterprise Technology Services is seeking qualified vendors to enter a Master Services Agreement (MSA) for on‑demand staff augmentation across a broad spectrum of IT and technical roles. Vendors will be placed in a pool and called upon via “Resource Calls” to supply professionals such as developers, database architects, accessibility engineers, project managers, and network engineers on a flexible, as‑needed basis. The agreement may last up to five years, with individual engagements typically limited to 12 months (2080 hours) and renewable subject to agency approval. Pricing must be submitted as Not‑to‑Exceed (NTE) hourly rates, and vendors must meet minimum eligibility criteria, including two years of operation and prior public‑sector augmentation experience. • Scope: IT staff augmentation (development, database, accessibility, project management, networking, GIS, etc.) • Contract length: Up to 5 years (MSA), individual task orders up to 12 months • Pricing: NTE hourly rates submitted in Attachment C • Eligibility: ≥2 years in business, ≥1 prior public‑sector IT augmentation contract, two primary contacts designated • Submission: Via Wyoming Public Purchase system by 2 PM MT, Nov 12 2026 • Evaluation: Technical score (minimum 70 pts) plus compliance with pricing requirements • Award: Tentative award Dec 2026; work to begin Jan 2027
