Description

The National Park Service is seeking a qualified contractor to provide comprehensive water‑quality testing and sample‑transport services for the drinking‑water systems at Gettysburg National Military Park. The effort includes monthly coliform/E. coli testing of raw and treated water, annual nitrate/nitrite analysis, sample collection supplies, chain‑of‑custody documentation, and prompt electronic reporting of results. The contract is a five‑year firm‑fixed‑price award with four one‑year optional extensions, and the contractor must be SAM‑registered, hold Pennsylvania DEP laboratory certification, and comply with extensive safety, security, and historic‑preservation requirements. • Monthly collection of 8 raw and 9 treated water samples for total coliforms; 8 raw samples for E. coli • Annual analysis of 8 nitrate and 8 nitrite samples • Provide pre‑sanitized bottles, labels, and chain‑of‑custody paperwork • Transport samples from the park’s maintenance facility to an approved laboratory • Submit PDF test results within 7 calendar days; notify NPS of any positive coliform/E. coli within 24 hours • Perform optional retesting if raw‑water coliforms are positive • Contract period: 09/28/2026 – 09/27/2031 (five years) with four one‑year options • Must maintain active SAM registration, PA DEP lab certification, and meet OSHA, NPS, and historic‑preservation safety standards

Budget estimate

$50,000 – $150,000

The solicitation does not disclose a total award ceiling. Based on typical costs for monthly water‑quality sampling, laboratory analysis, and transport for a federal park, a reasonable estimate is roughly $150‑$300 per monthly sample package and $200‑$300 per annual nitrate/nitrite set. Over a five‑year base period (12 months + annual tests each year) this yields approximately $2,000‑$3,000 per year, or $10,000‑$15,000 total. Adding the four optional one‑year extensions (which could be exercised) and accounting for overhead, travel, compliance documentation, and potential price escalations, the total contract value is likely to fall between $50,000 and $150,000.
