RFP 26-011 Ambulance Transportation Services

UTMB Health is seeking a qualified ambulance provider to deliver a full suite of patient‑transport services—including BLS, ALS, Critical Care, and non‑emergency wheelchair/van transports—across its Galveston, League City, Angleton‑Danbury, and Clear Lake campuses and affiliated clinics. The contractor must staff dedicated ambulances during specified peak‑hour windows, handle pre‑authorization and billing for both insured and “non‑resourced” (self‑pay) patients, and comply with Texas licensing, Medicare/Medicaid fee‑schedule limits, and UTMB’s reporting requirements. The three‑year contract will be awarded in May 2026, with monthly invoicing for POLR reimbursements and a flat $250 fee for ground‑to‑air hand‑offs. • Provide emergency and non‑emergency ambulance transport (BLS, ALS, Critical Care) for all UTMB facilities. • Maintain dedicated units during peak‑hour windows (11 a.m.–6 p.m. at League City/Clear Lake; 3 p.m.–3 a.m. at Angleton). • Submit tiered pricing (Medicare‑aligned for insured patients, vendor‑proposed rates for after‑hours non‑medical transports) and monthly performance/financial reports. • Meet response‑time KPIs, manage pre‑authorizations, and bill UTMB only after exhausting all other payer sources.
