Electronic Disease Surveillance System (EDSS)

The State of South Dakota, through the Department of Health and the Bureau of Information and Technology, is seeking a qualified vendor to design, implement, and support a modern Electronic Disease Surveillance System (EDSS). The contract will cover a full‑stack solution—including software platform, configuration, data migration, integration with laboratory and clinical feeds, reporting/analytics, training, go‑live, and ongoing support—for a four‑year period with a possible one‑year extension. The effort must meet stringent security and privacy requirements (HIPAA, IRS‑1075, PCI, FTI) and comply with the State’s BIT Information Technology Security Policy, including MFA, encryption, background checks, and audit provisions. • Deliver a configurable, interoperable surveillance application supporting case intake, workflow, lab data exchange, and statewide reporting. • Provide integration services (HL7/FHIR, SFTP, APIs) and migrate existing EDSS data while ensuring data‑quality and lineage. • Meet extensive security obligations: MFA, role‑based access, encryption at rest and in transit, annual risk assessments, and media sanitization, plus maintain $3 M cyber‑liability insurance. • Supply implementation services (project management, training, documentation) and continuous support, including 24/7 incident response, patch management, and annual security assessments.
