Temporary Heating, Ventilating and Air Conditioning Rental Services

The County of Orange is seeking qualified vendors to provide temporary heating, ventilating, and air‑conditioning (HVAC) equipment on a planned and on‑call basis for County facilities. The contract will cover the rental, delivery, installation, testing, maintenance, and removal of air‑cooled and water‑cooled chillers, cooling towers, heat exchangers, air handlers, package units, spot coolers, and associated power and ductwork. All equipment must include required ducting, power cords, exhaust kits, condensate pumps, and water‑treatment provisions. Work may be performed county‑wide, on scheduled or emergency occasions, and must comply with California electrical, building, and safety codes. The contractor must maintain a 24/7 contact line, possess a valid C‑10 electrical contractor license, employ journeyman electricians with ≥6,000 hours experience, and provide background clearances for staff accessing secured facilities. Bids are due electronically by September 17, 2026, with questions due by September 3, 2026. The award will be made to the lowest responsive, responsible bidder. • Rental of a full range of temporary HVAC equipment (chillers, towers, generators, etc.) • Installation, testing, commissioning, and removal at any County facility, scheduled or emergency • Required accessories: 250 ft of vinyl duct per run, power cords, exhaust kits, condensate pumps, water‑treatment chemicals • Mandatory 24/7 service hotline with ≤1 hour response time • Contractor must hold a C‑10 California electrical license and provide qualified journeyman electricians • Compliance with NEC, CAL‑OSHA, local codes, and County safety policies • Electronic bid submission only; bid validity 120 days; award based on lowest responsive bid.
