DDD Statewide Financial Management Services for the Department of Developmental Disabilities

The Ohio Department of Developmental Disabilities is seeking a contractor to provide statewide financial management services for Medicaid programs. The contractor will be responsible for providing financial management services for Individual Options, Level One, and Self-Empowered Life Funding Waiver programs. The services include operating and managing multiple fiscal components, developing and implementing self-directed IT service solutions, providing customer service and education, and supporting employers with payroll processing and compliance. • The contractor must be approved by the IRS under Section 3504 of the IRS code and IRS Revenue Procedure 70-6 to operate as a Fiscal/Employer Agent. • The contractor must be capable of operating by reimbursement only. • The contractor must be Health Insurance Portability and Accountability Act (HIPAA) compliant. • The contractor must provide an attestation that it is not, and has not in the last ten years, been under suspension, disciplinary action, or revocation in Ohio or any other state for F/EA contract or duties. The contract term will be from February 16, 2026, through June 30, 2028, with the option for renewal.
