Description

The National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition to Thorlabs, Inc. for the procurement of a desktop OCT (Optical Coherence Tomography) system for non-invasive imaging of biological tissues. The system will be used by the National Eye Institute Visual Function Core to expand research capacities for intramural research communities. Key features of the required system include: • Non-invasive imaging of biological tissues • 3D optical sectioning capability • Ability to image cell and tissue cultures, organoids, and small live animals • Desktop version of the OCT system The contract will be awarded under the simplified acquisition procedures, and the resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01.

Budget estimate

$100,000 – $300,000

The budget for this opportunity is expected to be below the simplified acquisition threshold of $350,000, as stated in the document. However, the exact amount is not specified. Based on the description of the desktop OCT system, a reasonable estimate for the budget could be in the range of $100,000 to $300,000, considering the cost of similar medical equipment and the fact that it's a non-competitive sole-source procurement.
