The City of Boise is seeking to pre‑qualify development teams that can acquire, develop, or preserve affordable and permanent supportive housing. Qualified teams will be considered for a one‑year contract (with up to four one‑year extensions) to manage ground‑lease acquisitions (minimum 75‑year lease) and deliver multifamily affordable units, PSH units, or adaptive‑reuse projects. The solicitation emphasizes financial capacity, prior experience with affordable housing projects, and the ability to provide property‑management and resident services. • Target work includes new affordable multifamily construction, preservation of NOAH, and adaptive reuse for affordable housing. • Teams must demonstrate at least $1 M cash and $5 M net‑worth, and meet per‑unit investment targets ($35‑45K for affordable units, $50‑60K for PSH). • The contract is initially one year, renewable up to five years, with the City retaining rights to terminate with 15‑day notice.
