MCC Software Development Recompete

The Millennium Challenge Corporation is seeking a contractor to provide comprehensive application‑development services, including operations, maintenance, enhancements (OM&E), and Tier‑3 user support for its suite of enterprise applications. The effort will cover custom .NET development, low‑code platform customization (Power Platform, ServiceNow, SharePoint, Box), cloud‑native migration, AI/ML integration, DevSecOps pipeline management, and program‑management/administrative support. The contractor must also supply surge capacity, maintain security compliance (Zero Trust, FISMA), and deliver training and knowledge‑base documentation. • Scope includes full‑life‑cycle software engineering for ~17 MCC applications (e.g., MCC MIS, MCC.API, Power Platform apps). • Required expertise: .NET/C#, Power Platform, SharePoint Online, ServiceNow, cloud platforms (Azure, AWS), AI/ML pipeline design, and Federal cybersecurity standards. • Deliverables: application enhancements, O&M support, incident response, data‑management services, CI/CD pipeline upkeep, training, and periodic performance reporting.
