Description
Shelby County Government is seeking a consulting firm to single‑source a comprehensive review, update, and drafting of the County’s Locally Owned Small Business (LOSB) ordinance and related program materials. The work includes legal and policy analysis, best‑practice research, incorporation of Dun & Bradstreet revenue data, development of a policy and procedures manual, and delivery of virtual presentations to County stakeholders. The selected vendor must complete all tasks by June 30 2026 and submit a letter of interest plus pricing by June 11 2026.
• Review existing LOSB ordinance and discontinued MWBE program for potential integration.
• Conduct best‑practice research and provide D&B revenue data to define LOSB eligibility criteria.
• Draft an expanded LOSB ordinance, policy & procedure manual, and prepare virtual stakeholder presentations.
