Cancer Program Evaluator

The State of Delaware’s Division of Public Health is seeking a qualified vendor to serve as a Cancer Program Evaluator for its three CDC‑funded cancer grant programs (NCCCP, NBCCEDP, and NPCR). The contractor will conduct annual program evaluations, produce and submit multiple CDC‑required reports, maintain data integrity across programs, assist with audits, develop up to four success‑story narratives, and provide survey design and distribution support. The work requires in‑state travel to all three counties for 4–5 meetings per year, compliance with data‑security and background‑check requirements, and submission of monthly and quarterly usage reports. No subcontracting is permitted, and travel costs are not reimbursed. The contract is a one‑year fixed‑price professional‑services award with five optional one‑year extensions. • Perform annual evaluation of NCCCP and NBCCEDP workplans and measure outcomes against CDC performance metrics. • Produce and submit all required CDC reports (evaluation reports, performance‑measurement plans, progress narratives, etc.). • Coordinate data across programs, assist with cancer registry audits, and support stakeholder meetings and survey activities.
