The City of Charleston is inviting proposals and qualification statements from qualified individuals, businesses or agencies to undertake management of the Palmetto Artisan Program Management (PAP). The program aims to support youth entrepreneurs and emphasize the significance of the Gullah Rose tradition. The selected vendor will be responsible for establishing a program that supports youth entrepreneurs, providing developmentally appropriate curricula and opportunities, and creating a youth training program. The vendor will also be required to meet with City staff to discuss program objectives and metrics, provide developmentally appropriate curricula and opportunities, and create a branding and marketing plan. Some key requirements of the proposal include: • Establishing a program that supports youth entrepreneurs and places an emphasis on the significance of the Gullah Rose tradition • Rooting the PAP in youth development principles with metrics and an evaluation system • Meeting with City staff to discuss program objectives and metrics • Providing developmentally appropriate curricula and opportunities for each age bracket • Creating and executing a youth training program • Formalizing a process for continued stakeholder input and involvement via advisory boards • Creating a branding and marketing plan • Working with City staff to maintain a booth on Market premises and any additional selling areas • Scheduling participants to work with adult supervision • Creating and enforcing a PAP code of conduct • Developing a mentorship component The City of Charleston is seeking a vendor who can provide a comprehensive approach to managing the Palmetto Artisan Program, including program development, marketing, and evaluation. The selected vendor will be required to work closely with City staff and stakeholders to ensure the success of the program.
