Description

The Architect of the Capitol (AOC) is conducting market research to establish a firm‑fixed‑price contract for the purchase of Renewable Energy Credits (RECs) to meet the Energy Independence and Security Act (EISA) 2007 requirement of 7.5 % renewable electricity and to support LEED certification for the Cannon office building. The contract will consist of a one‑year base period (Sept 28 2026 – Sept 27 2027) with up to four one‑year options, each requiring 20,000 MWh of certified RECs per year. Suppliers must provide Green‑e certified RECs, submit annual audited reports, and invoice concurrently with delivery. The solicitation is an RFI; responses are due by noon on September 8 2026. • Required supply: 20,000 MWh of RECs annually (base year + up to 4 options). • Contract type: Firm‑fixed‑price, annual funding, 5‑year maximum term. • Performance period: Sept 28 2026 – Sept 27 2031 (if all options exercised). • Certification: Green‑e Energy product; REC vintage must be within 10 years of service. • Reporting: Annual Renewable Report verified by an independent auditor, due June 30 each year. • Payment: Invoicing concurrent with REC delivery, per FAR 32.9/32.11. • Contact: Donald Fuqua, Contracting Officer ([email protected], (202) 329‑6763).

Budget estimate

$1,000,000 – $1,500,000

Assuming an average market price of $10‑$15 per MWh for Green‑e certified RECs, the annual spend for 20,000 MWh would range from $200,000 to $300,000. Over the full potential five‑year contract (base year plus four options) the total contract value could be between $1,000,000 and $1,500,000. The actual amount will depend on negotiated pricing, any volume discounts, and market price fluctuations during the contract term.
