The City of Columbia is seeking a qualified real estate development partner to advance catalytic residential-focused development aligned with recent planning efforts. The primary goal is to ensure the property is developed in a way that maximizes public benefit, supports and enhances the Vista Greenway, and provides relatively dense, mixed-use, and walkable development compatible with adjacent neighborhoods. The City is seeking a partner to enter into an Exclusive Negotiated Agreement (ENA) for site control, due diligence, financial structuring, development planning, construction, and operations. Some key points to consider: • The property is approximately 19 acres and is located near Downtown Columbia. • The City aims to partner with a team that recognizes the potential for long-term success of this development plan as a catalyst for the Vista Greenway and connectivity between Downtown, Finlay Park, north Columbia neighborhoods, and the Bull Street District. • The City is open to land deal options such as ground lease, fee-simple purchase, or other alternatives, with a focus on integrated infrastructure and long-term performance of the development. • The City requires a team with experience in mixed-use development, greenway activation, and community engagement. • The City will conduct a formal selection process to determine the best-qualified respondent based on evaluation criteria including proposed project approach, past performance, experience, qualifications, and technical competence.
