Owners Representation for Redevelopment – Contractor Pool

The City of Indianapolis Department of Metropolitan Development is establishing a pre‑qualified “contractor pool” of firms to act as Owner’s Representatives on a variety of redevelopment projects throughout the city. Selected firms will provide procurement guidance, design‑management oversight, construction supervision, and close‑out support for DMD‑owned properties, handling multiple projects concurrently with no set limit. The role requires familiarity with local zoning, state environmental and health regulations, historic preservation, and city building codes, and obligates firms to avoid bidding on any contracts for projects they are representing. Submissions must be qualified by April 29, 2026 and include an acknowledgement page, business references, and a narrative on minority‑business participation. • Provide full‑service owner’s representation (procurement, design management, construction oversight, close‑out) for city‑owned redevelopment projects. • No cap on the number of projects; firms may be assigned to multiple sites simultaneously. • Must comply with Indiana regulatory agencies (IDEM, IDHC, historic preservation, DPW, DBNS) and meet city‑mandated minority‑business participation goals (15 % MBE, 8 % WBE, 3 % VBE, 1 % DOBE). • Conflict‑of‑interest rule prohibits the firm from bidding on construction contracts for projects it is representing.
