Independent Registered Municipal Advisor (IRMA) and Arbitrage Rebate Services

The Iowa Finance Authority is seeking a financial advisory firm to provide Independent Registered Municipal Advisor (IRMA) and Arbitrage Rebate Services. The selected firm will provide financial advisory services related to ongoing bond resolution and program management, bond transactions, and post-issuance tax compliance and arbitrage rebate. The contract term is expected to be 4 years, with the option to renew for up to 2 one-year extensions. The Authority is looking for a firm with experience in providing similar services to other governmental entities. Some key responsibilities of the selected firm include: • Providing quantitative analysis and cash flow modeling • Supporting direct user access to and use of computer cash flow models • Serving as the primary liaison between the Authority’s designated Swap Advisor and the transaction team • Providing advice and analysis on Stand-by Purchase Agreements (SBPA) and other liquidity facilities for variable rate debt • Incorporating swap cash flows provided by the Swap Advisor into the Authority’s consolidated cash flow models • Providing analysis and expert advice on IFA’s specific housing programs, debt, and investment portfolio • Structuring and evaluating ongoing indenture management, surpluses, and operating policies to maximize resource efficiency • Conducting regular analysis comparing Tax-Exempt MRB, Taxable MRB, and TBA market executions to determine the optimal funding source for new loan production • Providing new ideas and suggestions appropriate for the Authority’s financial structure and evaluating such ideas presented by outside parties, including investment bankers
