RFP for Progressive Design Building Consultation & Facilitation Services

The State of Montana seeks a qualified consulting firm to provide progressive design‑build (PDB) facilitation services across multiple capital projects, including training, RFQ/RFP development, selection facilitation, team training, and post‑award support. The work will span two funded projects (a $46 M university campus consolidation and an $11.4 M law‑enforcement indoor firing range) and several additional future projects. The consultant must guide the Owner through all phases of progressive design‑build delivery, ensuring compliance with Montana procurement rules and delivering effective coordination among stakeholders. • Provide owner‑readiness training, develop RFQ/RFP documents, and draft contracts for PDB projects. • Facilitate the evaluation and award process, conduct team training, and support post‑award phases (validation, design development, GMP amendment, construction). • Serve as an independent consultant on five distinct line‑item projects, delivering services on a task‑by‑task basis with hourly‑rate pricing.
