The Department of Homeless Services seeks qualified vendors to provide high‑quality, borough‑based Tier II shelters and overnight facilities for homeless families with children. Contractors must operate or lease facilities that are ADA‑accessible, meet all NYC building, fire, and health regulations, and deliver a comprehensive suite of supportive services—including case management, health‑linkage, employment and housing placement, child‑care, education, and 24‑hour security. The contract is open‑ended, with a base term of five years and a possible four‑year renewal option; funding is reimbursed on a line‑item basis “as needed.”
• Provide Tier II residential shelters (or non‑Tier II facilities pending certification) that include social services, housing placement, health, education, and recreation.
• Meet stringent compliance requirements: ADA accessibility, valid Certificates of Occupancy, DOB/FDNY/HPD compliance, fire‑safety training, and annual inventory/reporting.
• Demonstrate site‑control for the full initial five‑year term and, for contracts > $3 M, satisfy NYC Community‑Hiring goals (one low‑income hire per $500 k).
• Submit a detailed line‑item budget via PASSPort, include audited financial statements, and adhere to the Paid Sick Leave Law rider and Community Hiring Rider.
