Qualifications for NGS Battery Storage and Tranmission Project

The Navajo Nation Minerals Department is seeking to pre‑qualify firms capable of designing, financing, constructing, owning, and operating utility‑scale battery‑energy‑storage (BES) or solar‑plus‑BES facilities, as well as managing and monetizing 500 MW of transmission capacity on Navajo‑owned lines at the former Navajo Generating Station site. Respondents must demonstrate significant experience in large‑scale energy storage, solar‑plus‑storage, transmission capacity management, tribal or public‑sector projects, and possess strong financial capacity. Submissions consist of a multi‑tab PDF and a USB copy, with a deadline of 3 June 2026. The process will result in a shortlist announced in late June, followed by an RFP in Q4 2026. • Pre‑qualification for BES, solar‑plus‑BES, and/or transmission‑capacity management (Option A, B, C). • Minimum experience: 100 MW BES or 400 MW solar‑plus‑BES, 2 years operating, 3 years business existence, and proven transmission‑capacity monetization. • Required deliverables include technical capability statements, financial information, community‑engagement plans, and compliance with Navajo employment and business‑opportunity statutes. • Submissions must be emailed and mailed on USB; late bids will be rejected.
