Description

The Alabama Emergency Management Agency (AEMA) seeks a single‑award contractor to provide comprehensive logistical response services for state‑wide emergencies. The contractor must lease, deliver, install, operate, maintain, and recover a wide array of emergency‑response equipment—including generators, transformers, cranes, water trucks, trailers, temporary housing, NIMS kitchen/meal packages, restroom facilities, and related material‑handling equipment—and staff a 24/7 State Operation Staging Area (SOSA) during activations. Services include rapid 1‑hour order acknowledgment, 2‑hour mission response, and statewide 12‑hour deployment/installation of assets, with all fuel, mobilization, demobilization, and insurance costs incorporated into rental rates. The contract is a two‑year initial term (with up to three one‑year renewal options) and requires integration with AEMA’s WEBEOC system, GPS tracking of assets, and detailed documentation (photos, condition reports, FEMA‑compatible logs). • Provide a full inventory of emergency‑response equipment (generators 25‑350 kW, transformers up to 2,000 kVA, cranes, water trucks, trailers, shelters, NIMS kitchen/meal, restroom, shower, laundry, etc.). • Staff and operate the SOSA 24 hours/day during activations, with labor rates preferably expressed hourly. • Deliver assets within 1‑hour acknowledgment and 12‑hour deployment statewide; include fuel surcharge and own markup. • Maintain cargo insurance of at least $1,000,000 per shipment, submit photographs and condition reports, and support FEMA reimbursement documentation.

Budget estimate

$5,000,000 – $15,000,000

No budget is disclosed in the solicitation. Based on the extensive inventory of generators, transformers, heavy equipment, shelter units, and 24/7 staffing for a two‑year period, comparable state emergency‑logistics contracts typically range from $5 million to $15 million over the base term. The lower end assumes minimal equipment utilization and modest labor rates; the higher end reflects full deployment of high‑capacity generators, multiple shelters, extensive staffing, and fuel/insurance costs.
