Sources Sought Announcement-Headgate Rock Substation McGraw Edison Power Transformer Load Tap Changer Retrofit Project

The Western Area Power Administration (WAPA) is seeking capability statements from interested parties for the Headgate Rock Substation McGraw Edison Power Transformer load tap changer (LTC) retrofit project. This project involves a complete turnkey retrofit of the degraded, legacy oil-type LTC on the active McGraw Edison Power Transformer. The scope of work includes mobilizing a crew and equipment, performing pre-job briefs, staging equipment, and conducting various tests and inspections. The contractor will also be required to provide a new Reinhausen Manufacturing RMV-II-1320-15kV vacuum-type LTC, an integrated ETOS MD-IV control cabinet, and associated mechanical components. Key features of the project include: • Retrofitting a new LTC to the existing transformer • Providing a custom-engineered transition throat to match the existing main tank interface • Installing a new control cabinet and digital smart monitor • Performing various tests, including Doble power factor, TTR, winding resistance, and insulation resistance • Providing a report, test results, and revised drawings • Demobilizing the crew and equipment after completion of the project.
