Request for Proposals for Coxe Avenue Streetscape Easement Acquisition Services

The City of Asheville is seeking a pre‑qualified firm (as defined by NCDOT) to acquire all easements required for the federally‑funded Coxe Avenue Streetscape project. The contractor will identify, negotiate, appraise, and close both temporary construction easements and permanent right‑of‑way acquisitions, manage related relocation services, maintain detailed parcel records, and provide regular reporting to the City. This work supports a larger streetscape improvement that includes water‑main replacement, storm‑water upgrades, sidewalk widening, lighting, and streetscape landscaping. • Acquire permanent and temporary easements for Coxe Avenue (65‑ft R/W) and intersecting streets (Patton, Commerce, Hilliard, Banks, Buxton). • Perform valuations, full‑narrative appraisals, and prepare claim reports in compliance with FHWA, NCDOT, and URA requirements. • Provide limited relocation services, maintain parcel‑by‑parcel documentation, and deliver executed legal instruments to the City at close‑out.
