Lease, Development, and Operation of Basin 4 at Point Potrero Marine Terminal

The City of Richmond’s Port is seeking a qualified maritime operator to lease, develop, improve, and run Basin 4 at the Point Potrero Marine Terminal. The selected proposer will be responsible for establishing a clean‑maritime‑technology hub that reduces vessel emissions, maintains safe and professional waterfront operations, funds tenant improvements, and delivers economic value through rent and revenue‑share arrangements. • Lease and develop Basin 4, including dock and waterfront infrastructure. • Operate a emissions‑reduction facility compliant with CARB “At‑Berth” standards and provide services to ocean‑going vessels. • Provide capital investments for tenant improvements and create local maritime jobs and training programs. • Meet extensive insurance, regulatory, and sanctuary‑city compliance requirements.
