The State of Alabama’s Law Enforcement Agency (ALEA) is seeking a qualified vendor to deliver an in‑person “Solo Officer Active Response” training program for law‑enforcement officers. The training must be conducted at an all‑inclusive facility (lodging, meals, range, ammunition, role‑players, etc.) located in Alabama or a neighboring state, with a maximum class size of 40 participants, lasting no more than four days (≤ 12 hours per day). The contractor must provide live demonstration, maintain at least $1 million liability insurance, and submit extensive compliance documentation (E‑Verify, immigration status, Beason‑Hammon certificate, etc.). The contract is initially for two years with up to three optional one‑year renewals. • Deliver up to one full training class per year (≥ 1 class/yr) for the contract term. • Provide a complete curriculum covering solo‑officer movement, blue‑on‑blue mitigation, threshold evaluation, room‑entry, post‑engagement priorities, and incident management. • Supply all training site resources (lodging, meals, targets, ammunition, role‑players) and conduct a live demo for the evaluation committee. • Meet strict compliance requirements: E‑Verify enrollment, no unauthorized‑alien employment, $1 M insurance, and submission of multiple certification forms.
