The City and Borough of Wrangell seeks a qualified engineering firm to provide comprehensive engineering, technical, permitting, and construction‑administration services for a wastewater effluent disinfection upgrade. The effort will guide the project from alternatives analysis through design, construction oversight, and final compliance with new fecal‑coliform and enterococcus limits imposed by the 2025 NPDES permit. The selected firm will act as Owner’s Engineer for the life‑cycle of the project, coordinating with state and federal regulators and supporting funding acquisition.
• Conduct a Phase‑1 alternatives analysis (including feasibility, cost, and environmental impact of disinfection technologies such as UV, chlorine, ozone, etc.) and deliver draft and final reports by October 2026.
• Provide detailed design packages (35‑, 65‑, 95‑, and 100‑% design) for the selected disinfection system, septage receiving station, and related civil, structural, mechanical, electrical, and control systems, targeting completion by November 2027.
• Offer construction‑administration services, including inspection, record‑drawing preparation, O&M manual development, and assistance with contractor selection and funding acquisition, with construction to begin by November 2029 and full compliance achieved by November 2030.
