JPMC FY27-31 Collection Services

The Illinois Department of Revenue is seeking proposals from vendors to provide collection services for outstanding debt on an as-needed basis during the contract period. The contract will have an initial term of 5 years, commencing on July 1, 2026, and ending on June 30, 2031. The vendor will be responsible for providing collection services for delinquent State debt, primarily tax debt that is a minimum of 90 days old or older, with debtors residing both in-state and out-of-state. The vendor must have the capability to "net out" their fees and provide a detailed description of their collection methodology, resources, and audit trails. • The vendor must maintain an office in the State of Illinois throughout the contract period and perform all collection activity from a location within the state borders. • The vendor must comply with all applicable State and Federal debt collection laws and provide a copy of their Registration Certificate as a Collection Agency issued by the Division of Financial and Professional Regulation. • The vendor must provide four references from established public or private sector firms or governmental agencies that can attest to their experience and ability to provide results to the type of debts collected. • The vendor must submit pricing in the Quote Items Tab on BidBuy, based on the terms and conditions set forth in the Request for Proposal Solicitation Document.
