The State of North Dakota is establishing a statewide cooperative‑purchasing vehicle for NDAA‑compliant unmanned aircraft systems, sensors, software, and related lifecycle services. The contract will support the state’s Drone Replacement Program and integration with the Vantis BVLOS network, providing a framework for agencies to acquire platforms, payloads, training, maintenance, and technical support. Vendors must be on the DCMA “Blue” list, AUVSI “Green” list, or receive North Dakota pre‑qualification, and must meet strict NDAA, FCC, and FAA requirements. The award will result in a three‑year base term with possible extensions, but no guaranteed purchase volume.
• Deliver NDAA‑compliant UAS platforms (small, medium, heavy lift, VTOL/fixed‑wing, aerial‑application, indoor/educational) and associated sensors (thermal, multispectral, LiDAR, EO, acoustic, RTK/PPK).
• Provide software for mission planning, data handling, and API/telemetry integration with the Vantis BVLOS network.
• Include warranty, maintenance, repair, parts support, and comprehensive training (operator, maintenance, train‑the‑trainer).
• Submit technical and cost proposals by April 1 2026; technical evaluation scores a total of 90 points plus 10 cost points.
