Description
The City of Worcester seeks a professional consulting firm to act as a Pharmacy Benefits Manager (PBM) for its municipal employee health plan. The consultant will develop the PBM RFP, evaluate vendor proposals, conduct negotiations, assist with implementation, and provide ongoing oversight and performance monitoring throughout a one‑year contract (with two optional renewal years). The work includes strategic advisement, education on PBM market trends, quarterly performance reviews, and direct liaison with the selected PBM vendor.
• Develop and issue a comprehensive RFP for PBM services, including scoring criteria and vendor communication.
• Analyze vendor proposals, reduce the pool to viable candidates, conduct finalist interviews, and negotiate contract terms.
• Provide ongoing PBM oversight: quarterly performance reviews, data analytics, rate renewal support, and issue resolution for the duration of the contract.
