The U.S. Department of Veterans Affairs is seeking a qualified vendor to produce and deliver 33,420 “Welcome Kit” packages for new VA staff. Each kit consists of a pocket folder, a 16‑page welcome guide booklet, 16 fact sheets, and a shipping instruction sheet. Production must use conventional offset printing (digital printing is prohibited), incorporate gloss or satin varnish finishes, meet strict GPO quality‑assurance levels, and be packaged for traceable shipment to approximately 29 VA facilities nationwide. The contractor must provide required GPO forms, submit press‑quality proofs for approval before printing, and meet a final delivery deadline of 20 Nov 2026.
• Produce high‑volume offset‑printed pocket folders (9 × 12 in) with full‑color front cover and clear gloss varnish.
• Saddle‑stitch 16‑page welcome guide booklets with satin‑varnish covers and insert them into the left pocket of each folder.
• Print 16 separate fact sheets (double‑sided) in 4‑color process, collate them in order, and place them in the right pocket.
• Package kits in labeled cartons, provide GPO Form 905, 917, 2678 and 892c, and submit tracking numbers on the same day of shipment.
