Description

The Bureau of Reclamation is conducting market research to identify qualified laboratories capable of performing comprehensive phytoplankton analyses on water‑quality samples from reservoirs in the Upper and Lower Colorado River Basins. The work will be performed entirely at the contractor’s laboratory and includes taxonomic identification to the lowest practical level, enumeration (cell density/abundance), biovolume estimation, QA/QC documentation, and electronic reporting of results. The anticipated volume is up to 336 samples in the first year and up to 236 samples in each of four optional years, for a total possible 1,280 samples over a five‑year IDIQ period. The agency will collect, preserve, and ship samples to the contractor; the contractor must meet turnaround‑time requirements and provide electronic data files. No contract is awarded from this notice; responses are limited to a capabilities statement submitted by the due date. • Service: Laboratory testing of freshwater phytoplankton (identification, enumeration, biovolume). • Sample volume: up to 336 samples in Year 1; up to 236 samples per subsequent year; max 1,280 samples over 5 years. • Delivery: Contractor’s facility; electronic reporting required. • Contract type (future): Firm‑Fixed‑Price IDIQ with 12‑month base and four 12‑month options. • Required capabilities: taxonomic expertise, APHA Method 10200 proficiency, QA/QC procedures, capacity to handle backlogged and recurring shipments. • Submission: 5‑page capabilities statement due September 11, 2026 (email).

Budget estimate

$200,000 – $600,000

The notice does not disclose a dollar ceiling. Based on typical federal laboratory analysis rates (approximately $150‑$400 per phytoplankton sample) and the maximum projected volume of 1,280 samples over five years, the total contract value could range from roughly $192,000 (1,280 × $150) to $512,000 (1,280 × $400). Additional costs for data management, reporting, and QA/QC could push the high end higher, so a reasonable estimate is $200 K‑$600 K over the life of the IDIQ.
