Description

The State of Delaware seeks a qualified vendor to operate, maintain, and demobilize its mobile groundwater treatment systems that treat PFAS‑contaminated water. The contractor must be able to mobilize units within 72 hours of a confirmed exceedance, provide on‑site staffing, handle media replacement, perform all necessary maintenance, and submit required monitoring reports. The effort spans a five‑year contract with optional one‑year extensions and includes monthly and quarterly reporting obligations. • Deploy both small (≈30 GPM) and large (≈350 GPM) mobile treatment units to designated sites on short notice. • Provide all equipment, power, utility connections, media procurement, sampling, analysis, and disposal services. • Maintain the systems, perform repairs, and develop cleaning/sanitization procedures; submit monthly usage and quarterly subcontractor spend reports. • Comply with Delaware’s data‑security, HIPAA/BAA, and environmental regulations, and hold required licenses and insurance.

Budget estimate

$3,000,000 – $10,000,000

No contract value is disclosed, but a five‑year statewide mobile treatment services contract—including equipment deployment, media procurement, labor, maintenance, reporting, and compliance—typically ranges from a few million to low‑double‑digit millions of dollars. Assuming 2‑3 deployments per year, media and labor costs of $500‑$800 k annually, plus overhead and profit, the total contract value is plausibly between $3 million and $10 million.
