The Navajo Nation Office of the Controller seeks a qualified telecommunications provider to design, install, and operate a 1 Gbps symmetrical Direct Internet Access (DIA) service over fiber, with guaranteed 99.9 % uptime and 24/7 local support. The scope covers site surveys, full fiber‑optic construction, equipment provisioning, configuration, testing, and ongoing maintenance, including the delivery of a /28 IPv4 block. Proposals must be sealed, include separate cost sheets, and meet extensive technical and compliance requirements. • Provide complete fiber‑optic infrastructure (trenching, conduit, termination) and customer premises equipment. • Deliver 1 Gbps symmetrical service, 99.9 % uptime SLA, 24/7 monitoring, and a /28 IPv4 address block. • Submit detailed cost proposals (OTC and MRC) for 3‑ and 5‑year contract options, inclusive of Navajo Sales Tax. • Comply with certification, insurance, debarment, and ETC status requirements; prioritize Navajo‑preference vendors if applicable. • Evaluation based on credentials, experience, technical quality, timeline, SLA guarantees, and cost (total 100 points).
