Description

The Town of Provincetown is soliciting proposals from qualified developers to design, construct, and sell mixed‑income ownership housing on two adjacent town‑owned parcels (approximately 0.4 acre) at 26 Shank Painter Road and 15 Browne Street. The project must comply with local zoning that permits up to four stories when 25 % of units are affordable, and must deliver at least 24 residential units (studios, 1‑ and 2‑bedrooms) with a strong emphasis on affordability (80 %–150 % AMI) and first‑time homebuyer eligibility. The developer will enter into a Purchase & Sale Agreement and a Land Development Agreement, assume all design, permitting, construction, and financing responsibilities, and work with the Town’s lottery process for affordable units. The Town may provide up to $4 million in direct/indirect subsidies, and expects completion within three years of contract execution. • Site: two parcels (13,240 sf + 4,418 sf) formerly a police station, flat topography, close to downtown amenities. • Zoning: Shank Painter Form‑Based Code District, Tier 1 – up to 4 stories with 25 % affordable units. • Minimum units: 24 (base) with preference for additional units as zoning permits. • Affordability mix: 80 %–150 % AMI, first‑time buyer, year‑round deed restriction. • Desired unit mix: studios, 1‑bedroom, some 2‑bedroom units; universal design encouraged. • Design expectations: contextual architecture, native landscaping, bike storage, on‑site laundry, energy efficiency (Passive House/LEED preferred). • Timeline: RFP posted Oct 15 2026; site visit Nov 2 2026 (optional); questions due Nov 23 2026; response deadline Nov 30 2026; LDA/P&S agreement within 90 days of selection; construction completed within 3 years. • Financial: Up to $4 M Town contribution (last‑in money), developer to secure remaining financing. • Evaluation: Minimum 5 yr housing development experience, ≥2 similar projects, references, ability to start permitting within 60 days.

Budget estimate

$1,000,000 – $2,000,000

The RFP does not disclose the total contract value. The Town has earmarked up to $4 million in subsidies, which will likely cover a portion of hard costs and affordable‑unit incentives. Assuming typical construction costs for multi‑family housing in Massachusetts (~$250‑$300 per square foot) and an average unit size of 800 sf for 24‑30 units, total construction costs could range from $4.8 M to $7.2 M. Adding developer profit (15‑20 %) and financing costs, the overall project budget might be roughly $5.5 M to $9 M. The developer’s revenue from unit sales (market‑rate and affordable) could therefore be in the $6 M‑$10 M range, yielding a net budget (profit) roughly $1 M‑$2 M after expenses. This estimate is highly dependent on final unit mix, financing structure, and market conditions.
