This City of Torrance project modernizes roughly 4 million sq ft of residential streets and several arterial corridors (I‑159/I‑139) through cold‑mill removal and asphalt overlay, accompanied by curb‑and‑gutter replacement, new tree planting, signage, crosswalk and pavement‑striping upgrades, and parking‑lot resurfacing in two city parks. The work must be completed within a 200‑working‑day construction window and requires compliance with California prevailing‑wage rules, extensive environmental BMPs, and full bonding (10 % bid bond, 100 % performance and labor‑material bonds). • Replace/overlay ~4 M sq ft of residential and arterial pavement, including full‑depth milling and new asphalt concrete. • Install new curb‑and‑gutter systems, ADA‑compliant curb ramps, traffic‑control signage, portable changeable‑message signs, speed‑bump units, and high‑visibility crosswalks. • Remove existing trees, prune roots, and plant 13 new trees (various species) as part of site landscaping and storm‑water mitigation.
