The U.S. Transportation Command is seeking a qualified contractor to provide full‑scope stevedoring and related terminal services (S‑RTS) at multiple ports throughout the Kingdom of Bahrain. The contractor must deliver 24/7/365 cargo handling, including loading, discharge, intra‑port transfers, long‑shoring, lashing, hazardous material handling, and equipment rental, while complying with stringent safety, security, and environmental requirements. The contract is an IDIQ with a five‑year base ordering period and a six‑month optional extension, and it is set‑aside for HUBZone, SDVOSB, WOSB, and EDWOSB participants.
• Provide stevedoring, long‑shoring, cargo management, and related terminal services for U.S. Government cargo, including containers, vehicles, break‑bulk, and aircraft.
• Supply all required labor, equipment (cranes, forklifts, mobile cranes, generators, etc.), and support services (temporary offices, latrines, safety plans) at designated Bahrain ports.
• Meet mandatory CMMC Level 1 cybersecurity, TWIC/host‑nation badge, HAZMAT certification, and daily/shift reporting obligations, with a minimum guaranteed order value of $2,500 in the first 12 months.
