The City of New Rochelle is seeking proposals from qualified event designers and planners to acquire design and management services for its upcoming Winter Wonderland Indoor Holiday Market. The market will be a non-denominational winter-themed destination, featuring immersive décor, 30-40 vendor spaces, and family-friendly attractions such as a synthetic skating rink or carousel. The event will run from November 28 to December 14, 2025. The City is looking for a consultant who can deliver a comprehensive guest experience strategy, manage event operations, and ensure safety, accessibility, and sustainability. • The consultant will be responsible for creative direction, logistical coordination, vendor integration, installation and breakdown oversight, and on-site support. • The consultant must have at least 5 years of experience providing similar services and must be in business for at least 5 years. • The consultant must provide a detailed estimate of the anticipated total cost for the event, including all relevant expenses such as venue rental, materials, staffing, and operational costs. • The consultant must demonstrate expertise in large-scale event design and production, particularly in immersive, themed environments. • The consultant must provide a comprehensive proposal, including a transmittal letter, staff experience, project approach, work samples, references, and a budget proposal.
