Solar & Battery Storage at New London High School

The City of New London is seeking a design‑build‑own‑operate‑maintain (DBOOM) partner to install a rooftop solar photovoltaic (PV) system (up to 249 kW‑AC) and an optional battery‑energy‑storage system (BESS) at New London High School. The contractor will be responsible for full engineering, permitting, construction, interconnection, commissioning, 20‑year power‑purchase‑agreement (PPA) operations, and eventual de‑commissioning. The project is funded through the Connecticut Z‑REC program and may also participate in the Connecticut Energy Storage Solutions Program for the battery component. Local‑vendor and workforce preferences apply, along with extensive insurance and bonding requirements. • Design, permit, and construct a code‑compliant rooftop solar PV system (max 249 kW‑AC) and optional BESS. • Provide long‑term O&M, monitoring, and reporting under a 20‑year fixed‑price PPA, with up‑to‑two 5‑year extensions. • Meet ZREC Year 10 tariff requirements, obtain utility interconnection, and satisfy local vendor/ workforce preferences (15 % price‑preference, 25 % local labor, 25 % female/minority).
