Description

The City of Hartford is seeking a qualified behavioral‑health provider to conduct mandatory, confidential mental‑health assessments and related clinical services for all sworn police officers. The work includes structured 45‑minute assessments, use of validated screening tools, crisis triage, referral to treatment, and minimal administrative reporting while keeping clinical records separate from personnel files. The contract is a one‑year base term with the possibility of up to three annual extensions and short‑term month‑to‑month extensions. Providers must staff licensed psychiatrists, psychologists, or LCSWs in Connecticut and be able to deliver services in‑person or via compliant tele‑health. • Conduct mandatory behavioral‑health assessments for Hartford Police officers on a rolling schedule (≈ 20 % annually). • Provide crisis response, referrals, and de‑identified aggregate reporting to the City. • Maintain strict confidentiality and separate clinical records from personnel files; only high‑level attendance/reporting is shared with the City. • Offer optional fitness‑for‑duty evaluations, resilience training, and participation in wellness initiatives. • Meet insurance, bond, MWBE, and living‑wage requirements; retain records for three years.

Budget estimate

$100,000 – $500,000

No budget is disclosed, but typical behavioral‑health assessment contracts for municipal police forces range from $150‑$250 per assessment. Assuming 200 officers assessed annually (≈ 20 % of a 1,000‑officer force) yields $30,000‑$50,000 in direct assessment fees. Adding overhead, administrative reporting, optional training, and contingency for extensions could bring the annual contract value to roughly $100,000‑$500,000. Therefore a plausible earnings range for the base year is between $100 k and $500 k, with higher amounts possible if extensions or ancillary services are exercised.
