Description

The Washington State Department of Commerce is seeking qualified vendors to provide victim‑advocacy services for individuals impacted by crimes committed by juvenile offenders. The contract will cover a range of support services—including emotional counseling, system navigation, resource facilitation, safety planning, and administrative assistance—delivered within a single Washington region (Western, Central, or Eastern). Up to three contracts may be awarded, each with a performance period from October 1 2026 through June 30 2027, with possible extensions. The total funding ceiling is $450,000, split by region, and proposals must be submitted electronically by August 25 2026. • Services must include at least three of five core categories (emotional support, system navigation, resource facilitation, safety planning, administrative help). • Applicants must have a minimum of three years of Washington‑based victim‑advocacy experience and be licensed to do business in the state. • The project is funded as a reimbursement‑based grant; budget caps are $200k (Western), $100k (Central), $150k (Eastern). • Pre‑bid conference on July 20 2026 (virtual) is optional; questions due by August 3 2026.

Budget estimate

$100,000 – $200,000

The solicitation caps the total award at $450,000, distributed among up to three regional contracts ($200k, $100k, $150k). A single vendor winning one regional award can expect anywhere from roughly $100,000 (central region) to $200,000 (western region) in reimbursable funding, depending on scope and region. The estimate accounts for the full‑time effort required to deliver counseling, navigation, and resource services over a nine‑month period.
